Hart Nibbrigkade 22 2597 XV Den Haag Netherlands maschke@antipolygraph.org Sunday, 19 November 2000 DEPARTMENT OF DEFENSE POLYGRAPH INSTITUTE POLICY AND ADMINISTRATION DIVISION ATTN: MS. KAREN L. COOK 7540 PICKENS AVE FT JACKSON SC 29207 Dear Ms. Cook: This is a request under the Freedom of Information Act (5 U.S.C. 552). I request that a copy of the following documents be provided to me: All documention describing the protocol followed in DoDPI's Test for Espionage and Sabotage (TES) study which was scheduled to begin 14 August 2000. In a letter to me dated 25 July 2000, Defense Security Service (DSS) Director Charles J. Cunningham described this study as a follow-up to Dr. Sheila D. Reed's 3rd TES study: On August 14, 2000, DoDPI will begin a follow-up study which will consist of at least two pilots. Completion date is expected in late 2001. I am aware, as General Cunningham noted, that completion of this study is not expected until late 2001. Please note that I am not requesting any raw data collected during this study, nor any analysis of that data, but merely any protocol report or other documentation describing the procedure that was/is to be followed. An example of such a protocol report is report no. DoDPI97-P-0009 dated 29 July 1997, which describes a project that was to begin on 14 August 1997 and end on 28 August 1997. DSS released this document to me under the Freedom of Information Act (FOIA #093- 20(2)), and I request that any such protocol report or similar documentation for the TES study that was to begin 14 August 2000 be similarly be released.
In order to help you determine my status for the purpose of assessing fees, you should know that this request is made for public awareness purposes and not for commercial use. AntiPolygraph.org is a grassroots organization of freely associating individuals and is not a profit-seeking enterprise. I am willing to pay fees for this request up to a maximum of $25. If you estimate that the fees will exceed this limit, please inform me first. I request, however, a waiver of fees for this request because disclosure of the requested information to me is in the public interest because it is likely to contribute significantly to public understanding of the operations and activities of the DoD and is not in my commercial interest. Sincerely, George W. Maschke AntiPolygraph.org
