   The following news report is the result of a 'leaked' document to the
   Vancouver Sun from employees who work within the immigration department.
   Because they see, first hand, the problems associated with our refugee
   and immigration systems, their recommendations are particularly valid...

	   Rest of world 'snickers at us' over handling of refugees...

   Disillusion was widespread among immigration department employees in 
   B.C. last year because they believed many aspects of the system had 
   failed, according to an internal report.

   The report, sent anonymously to The Vancouver Sun Thursday, is a summary
   of consultations with more than 100 employees of the B.C./Yukon region of
   the citizenship and immigration department.

   Summarizing the feelings of some of the staff members, the report states: 
   "We go about congratulating ourselves for our over-exuberant acceptance of 
   mostly BOGUS refugees, while the rest of the world snickers at us for the
   suckers we are."

   The immigration staff recommended in the discussions that refugees be 
   selected OUTSIDE and not inside Canada, that the official policy of multi-
   culturalism be dropped, and that 'family class' be restricted to the 
   SPOUSE and DEPENDENT CHILDREN.  

   The discussions took place early last year, along with public consultations.
   They led to changes in the immigration system announced in November by 
   Immigration Minister Sergio Marchi.

   But the changes addressed only some of the employees' complaints - leaving
   the refugee system, for example, unchanged.

   The report sent to The Sun was issued in about May 1994, according to 
   department public-affairs officer Lois Reimer.

   The B.C. department employees were asked to hold small group discussion on
   10 issues considered to be of major public concern.
   The report gives a detailed account of these discussions and highlights 
   points that went "largely uncontested" during the discussions.

   The first issue discussed was the "vision of Canada" the immigration
   program should seek.
			   ________________

   Key responses were: elimination of official multiculturalism, wider
   dispersal of immigrant settlement because 3 cities (obviously Vancouver,
   Toronto and Montreal) are already under great strain, and determination
   that immigrants contribute to Canada's economy.

   (On multiculturalism):
   Enlarging on multiculturalism, many employees recommended it be replaced
   by a policy promoting INTEGRATION.

   "We should start defining ourselves and our country in terms of excellence,"
   said the report, quoting staff opinion.

   (On selection):
   On the issue of immigrant selection, staff said the process must be driven 
   less by 'targets' because this lead to compromises on quality."

   They said official language ability, education and 'personal suitability'
   must be made more important; 'family class' limited to spouse and dependent
   children, and the 'entrepreneur and business' categories must undergo major
   changes to make them more economically beneficial.

   (On refugees):
   On the issue of refugees, the groups concluded there should be NO MORE
   in-Canada refugee determination.  Instead, 'genuine refugees' should be
   identified abroad and then landed in Canada.  One group said this is the 
   only way to restore integrity to the refugee system.

   (On lawyers):
   "The lawyers are making a circus out of in-Canada refugee claims.  It is
   costly and the country cannot afford it," another group said.

   (On family class 'sponsorhip'):
   Discussing family class sponsorship, a group said there is so much break-
   down of financial sponsorships, that sponsored family class memebers 
   should NOT BE ALLOWED TO COLLECT WELFARE.

   All groups agreed "immigrants should not be allowed to benefit from Canada's
   social programs so soon after their arrival."  They also recommended Canada
   NOT TRADE with refugee-producing countries.

   The group from the Douglas border immigration office reported the refugee 
   program is completely inadequate for distinguishing between genuine
   refugees and those taking advantage of Canada's 'open door' policy.

   "Evidence of abuse is easy to find.  MANY REFUGEE CLAIMANTS HAVE BEEN 
   FOUND TO RETURN TO THEIR COUNTRY OF ALLEGED PERSECUTION shortly after being
   granted permanent residence in Canada."

   It said some claimants have been found carrying instructions from relatives
   in Canada telling them to say "your uncle or brother was killed by the army."

   "It would seem that Canada has become an economic haven, rather than a safe
   haven for those in genuine need of protection."

   (On integration):
   On the issue of integration into Canadian society, the staff recommened
   FEES BE CHARGED for language instruction so that immigrants assume more
   responsibility for themselves.

   Employees also suggested the 'host' program - which links new arrivals with
   local families - be expanded.

   (Other recommendations):
   Other major points stressed by the staff included:
   - less political interference
   - more access to criminal information, and
   - faster deportation of criminals.

Here is a listing that was posted on misc.immigration.canada by a 
senior Canadian civil servant.  This is a list of over 1200 occupations
that are in short supply here in Canada according to the Immigration
department.  If you are a Canadian in one of these over 1200
occupations you may as well give up looking for work because the
Canadian government will find someone willing to work for less from
outside of the country, so give up and find another occupation.

Remember that your government is doing this for your own good!

The following article is a real eye-opener - one that makes us all realize
how easy it is to be called 'racist' in Canada....

COLLEGE OF TEACHERS CALLED 'RACIST'

Protais Haje loves teaching.
His voice fills with energy and infectioious enthusiasm as he explains the
joy he gets from challenging young minds and teaching students to think
for themselves.

But Haje doesn't teach anymore.
Instead he sits at home COLLECTING WELFARE because the B.C. government 
won't recognize his certificate from Namutamba Teacher Training College
in Kampala, Uganda.

"I have a lot of experience, but I have been denied a certificate by the
BC College of Teachers," Haje, 40, said Sunday as he sat in the small 
townhouse he rents with his wife and two children.

"The only reason I can say is DISCRIMINATION."

Haje is so convinced he is a victim of a racist school system that he has
FILED LAWSUITS against the College, the Simon Fraser University faculty of
education and the Surrey school district.

He has also complained to the BC Council of Human Rights.

He first brought his case to the human-rights council in 1992.  It is 
still unresolved.  He claims all he wants is the council to FORCE the 
College to tell him exactly what he must do in order to get a BC teaching
certificate.

Frustrated by the delay, he contacted his MLA, who just happens to be one
of BC's most influential cabinet ministers.  Glen Clark wrote a letter on
behalf of Haje, asking that the council 'expedite' the case.

The letter, made public last week, sparked complaints by government critics
that Clark was using his power to influence the human rights council, a 
'quasi-judicial' body.

But Haje doesn't see any problem with the letter.  Clark is his MLA; who
else did people expect him to turn to, he asked.

Born in Rwanda and educated in Uganda, Haje started teaching at age 19. 
He was working at a United Nations school in Jinja, Uganda when his father
was killed during then-dictator Idi Amin's campaign of terror.

He escaped from Uganda into Kenya on foot and taught there at Farasi Lane 
primary school, where he was head of the science department.

In 1981, he immigrated to Canada, believing his education, experience and
fluency in French and English (not to mention Swahili) would help him find
a job.

He was wrong.

After working for several years as a substitute teacher in Surrey, he tried
for a full-time position.  He was told he needed a BC teacher's certificate,
but the College would not give him one, he said.

K. Gordon:
Several things should be examined in this example:
1.  Here we have an immigrant who is currently living on welfare, courtesy
of the taxpayers, but he seems to have enough funds to launch law suits 
against 3 different organizations.  (No, Legal Aid does not pay for civil
actions against other parties).  His backing may well be from 'immigrant
groups' who are funded in large part by you and I, or he is not declaring
financial resources while accepting welfare.

2.  Anyone who knows about the plight of teachers in Canada trying to find
full-time teaching positions, knows that this is one of the most critical
job-shortage occupations in the country....many have left to go south across
the border, and others have simply relinquished their teaching certificates
due to work shortages.  Yet this new arrival to Canada is yelling 'racism'
because HE cannot find the same work.

3.  Cerification in other countries does not imply certification in Canada
by any stretch of the imagination....as many doctors and other professionals
from other parts of the world have found out.  Every country has its own 
standards for its professions, and accreditation comes from new studies AND
vacancies in those positions.
This doesn't seem to matter to Mr. Haje, however.  He has learned the ways
of Canada well enough to know that if he pulls the right strings, he can
get what he wants...regardless of the numbers of unemployed teachers in 
this country.

And what is even more disturbing about this case, is that many Canadians
who hear his cries of 'racism' will actually feel guilty about this man's
predicament and start to believe that racism is a prevalent condition in
this country....they will not see his manipulations and political acumen.

When I see the 'Stop Racism' buttons that are being circulated, I want to
add to the bottom....'and abuses by immigrants!'
